SB509,5,2112 341.09 (1) (a) The department shall issue a temporary operation plates plate
13as provided under subs. (2), (2m) and (9) and may issue a temporary operation permit
14or plate for an unregistered vehicle as otherwise provided under this section. Except
15as provided in par. (b), the permits or plates plate shall contain the date of expiration
16and sufficient information to identify the vehicle for which and the person to whom
17it is issued. The department may place the information identifying the vehicle and
18the person to whom the permit or plate is issued on a separate form. Except as
19provided in subs. (3) to (5), a temporary operation plate issued under this section is
20valid for a period of 90 days or until the applicant receives the regular registration
21plates plate, whichever occurs first.
SB509, s. 13 22Section 13. 341.09 (1) (b) of the statutes is amended to read:

SB509, s. 14 6Section 14. 341.09 (2) (a) of the statutes is amended to read:
SB509,6,117 341.09 (2) (a) Upon request therefor by a person who has made a verifiable
8application for registration and paid the registration fee, the department shall issue
9a temporary operation permit or plate if it appears that the person would otherwise
10be unable to lawfully operate the vehicle pending receipt of the registration plates
11plate.
SB509, s. 15 12Section 15. 341.09 (2) (d) of the statutes is amended to read:
SB509,6,1913 341.09 (2) (d) The department may issue a temporary operation plates plate
14for use on any vehicle except buses, for-hire vehicles and vehicles which are subject
15to registration under the international registration plan if the state is a party to such
16plan or vehicles which are subject to registration under s. 341.41 (9). The department
17shall determine the size, color, design, form and specifications of the plate. The
18department shall charge a fee of $3 for each temporary operation plate issued under
19this subsection.
SB509, s. 16 20Section 16. 341.09 (9) of the statutes is amended to read:
SB509,7,321 341.09 (9) Notwithstanding any other provision of this section, the department
22shall issue a temporary operation plate without charge for an automobile or motor
23truck having a registered weight of 8,000 pounds or less upon receipt of a complete
24application accompanied by the required fee for registration of the vehicle, including
25evidence of any inspection under s. 110.20 when required, if the department does not

1immediately issue the regular registration plates plate for the vehicle and the
2department determines that the applicant has not otherwise been issued a
3temporary operation plate under this section.
SB509, s. 17 4Section 17. 341.11 (4) of the statutes is amended to read:
SB509,7,145 341.11 (4) In the case of a vehicle registered on the basis of gross weight for
6which a special registration plates have plate has been issued under s. 341.14 (2), (6),
7(6m) or (6r) or for which a personalized registration plates have plate has been issued
8under s. 341.145, or any motor bus, motor home, dual purpose motor home, motor
9truck, truck tractor or road tractor, the certificate of registration shall be displayed
10in a prominent place in the driver's compartment of the vehicle to which the
11certificate refers. Any person who operates and any person in whose name the
12vehicle is registered who consents to the operation of any such vehicle without the
13certificate of registration being so displayed may be required to forfeit not more than
14$200.
SB509, s. 18 15Section 18. 341.12 (1) of the statutes is amended to read:
SB509,7,2216 341.12 (1) The department upon registering a vehicle pursuant to s. 341.25 or
17341.30 shall issue and deliver prepaid to the applicant 2 registration plates for an
18automobile, motor truck, motor bus, school bus, self-propelled recreational vehicle
19or dual purpose motor home and one plate for other vehicles. The department upon
20registering a vehicle pursuant to any other section shall issue one plate unless the
21department determines that 2 plates will better serve the interests of law
22enforcement

3toward making them the plate visible evidence of the period for which the vehicle is
4registered and the fee class into which the vehicle falls as well as making them the
5plate

13s. 341.14 (6) shall indicate the weight class into which the vehicle falls in a manner
14prescribed by the department. The gross weight which determines the registration
15fee for a dual purpose motor home or a motor home, motor truck, farm truck, or dual
16purpose farm truck registered under s. 341.14 (1), (1a), (1m), (1q), (1r) (a), (2), (6m),
17or (6r) or 341.145 (1) (a), (b), (c), (d), or (e) or a motor truck or dual purpose farm truck
18registered under s. 341.14 (6) shall be shown on its certificate of registration.
SB509, s. 21 19Section 21. 341.13 (2r) of the statutes is amended to read:
SB509,8,2520 341.13 (2r) In addition to the matter specified in s. 341.12 (3), the registration
21plates plate for a vehicle registered under s. 341.14 (6r) (f) 32. shall display the words
22"combat-wounded veteran." The department shall specify one combination of colors
23and design for a plate issued under s. 341.14 (6r) (f) 32., except that the department
24may not specify the colors or design unless the colors and design are approved in
25writing by the department of veterans affairs.

SB509,11,312 341.14 (1) If any resident of this state who is registering or has registered an
13automobile, or a motor truck, dual purpose motor home or dual purpose farm truck
14which has a gross weight of not more than 8,000 pounds, a farm truck which has a
15gross weight of not more than 12,000 pounds or a motor home submits a statement
16once every 4 years, as determined by the department, from the U.S. department of
17veterans affairs certifying to the department that the resident is, by reason of
18injuries sustained while in the active U.S. military service, a person with a disability
19that limits or impairs the ability to walk, the department shall procure, issue and
20deliver to the veteran, plates a plate of a special design in lieu of the plates plate
21which ordinarily would be issued for the vehicle, and shall renew the plates plate.
22The plates plate shall have a light blue background except for a white border not to
23exceed one inch at top and bottom, and blue lettering, except that the word "VET"
24and the identifying number shown on the plates plate shall be colored red. The plates
25plate shall be so designed as to readily apprise law enforcement officers of the fact

1that the vehicle is owned by a disabled veteran and is entitled to the parking
2privileges specified in s. 346.50 (2). No charge in addition to the registration fee shall
3be made for the issuance or renewal of such plates the plate.
SB509, s. 27 4Section 27. 341.14 (1a) of the statutes is amended to read:
SB509,11,225 341.14 (1a) If any resident of this state, who is registering or has registered an
6automobile, or a motor truck, dual purpose motor home or dual purpose farm truck
7which has a gross weight of not more than 8,000 pounds, a farm truck which has a
8gross weight of not more than 12,000 pounds or a motor home, submits a statement
9once every 4 years, as determined by the department, from a physician licensed to
10practice medicine in any state, from an advanced practice nurse licensed to practice
11nursing in any state, from a physician assistant licensed or certified to practice in any
12state, from a chiropractor licensed to practice chiropractic in any state or from a
13Christian Science practitioner residing in this state and listed in the Christian
14Science journal certifying to the department that the resident is a person with a
15disability that limits or impairs the ability to walk, the department shall procure,
16issue and deliver to the disabled person plates a plate of a special design in lieu of
17plates the plate which ordinarily would be issued for the vehicle, and shall renew the
18plates plate. The plates plate shall be so designed as to readily apprise law
19enforcement officers of the fact that the vehicle is owned by a nonveteran disabled
20person and is entitled to the parking privileges specified in s. 346.50 (2a). No charge
21in addition to the registration fee shall be made for the issuance or renewal of such
22plates
the plate.
SB509, s. 28 23Section 28. 341.14 (1m) of the statutes is amended to read:
SB509,12,1724 341.14 (1m) If any licensed driver submits to the department a statement once
25every 4 years, as determined by the department, from a physician licensed to practice

1medicine in any state, from an advanced practice nurse licensed to practice nursing
2in any state, from a physician assistant licensed or certified to practice in any state,
3from a chiropractor licensed to practice chiropractic in any state or from a Christian
4Science practitioner residing in this state and listed in the Christian Science journal
5certifying that another person who is regularly dependent on the licensed driver for
6transportation is a person with a disability that limits or impairs the ability to walk,
7the department shall issue and deliver to the licensed driver plates a plate of a special
8design in lieu of the plates plate which ordinarily would be issued for the automobile
9or motor truck, dual purpose motor home or dual purpose farm truck having a gross
10weight of not more than 8,000 pounds, farm truck having a gross weight of not more
11than 12,000 pounds or motor home, and shall renew the plates plate. The plates plate
12shall be so designed as to readily apprise law enforcement officers of the fact that the
13vehicle is operated by a licensed driver on whom a disabled person is regularly
14dependent and is entitled to the parking privileges specified in s. 346.50 (2a). No
15charge in addition to the registration fee may be made for the issuance or renewal
16of the plates plate. The plates plate shall conform to the plates plate required in sub.
17(1a).
SB509, s. 29 18Section 29. 341.14 (1q) of the statutes is amended to read:
SB509,13,1119 341.14 (1q) If any employer who provides an automobile, or a motor truck, dual
20purpose motor home or dual purpose farm truck which has a gross weight of not more
21than 8,000 pounds, a farm truck which has a gross weight of not more than 12,000
22pounds or a motor home, for an employee's use submits to the department a
23statement once every 4 years, as determined by the department, from a physician
24licensed to practice medicine in any state, from an advanced practice nurse licensed
25to practice nursing in any state, from a physician assistant licensed or certified to

1practice in any state, from a chiropractor licensed to practice chiropractic in any state
2or from a Christian Science practitioner residing in this state and listed in the
3Christian Science journal certifying that the employee is a person with a disability
4that limits or impairs the ability to walk, the department shall issue and deliver to
5such employer plates a plate of a special design in lieu of the plates plate which
6ordinarily would be issued for the vehicle, and shall renew the plates plate. The
7plates plate shall be so designed as to readily apprise law enforcement officers of the
8fact that the vehicle is operated by a disabled person and is entitled to the parking
9privileges specified in s. 346.50 (2a). No charge in addition to the registration fee may
10be made for the issuance or renewal of the plates plate. The plates plate shall
11conform to the plates plate required in sub. (1a).
SB509, s. 30 12Section 30. 341.14 (2) of the statutes is amended to read:
SB509,13,2413 341.14 (2) Upon compliance with the laws relating to registration of
14automobiles and motor homes; motor trucks, dual purpose motor homes, and dual
15purpose farm trucks which have a gross weight of not more than 8,000 pounds; and
16farm trucks which have a gross weight of not more than 12,000 pounds, including
17payment of the prescribed registration fees therefor plus an additional fee of $15
18when a registration plates are plate is issued accompanied by an application showing
19satisfactory proof that the applicant is the holder of an unexpired amateur radio
20station license issued by the federal communications commission, the department
21shall issue a registration plates plate on which, in lieu of the usual registration
22number, shall be inscribed in large legible form the call letters of such applicant as
23assigned by the federal communications commission. The fee for reissuance of a
24plate under this subsection shall be $15.
SB509, s. 31 25Section 31. 341.14 (2m) of the statutes is amended to read:

1341.14 (2m) Upon compliance with laws relating to registration of motor
2vehicles, including payment of the prescribed fee, and an additional fee of $15 when
3the original or new registration plates are plate is issued and accompanied by an
4application showing satisfactory proof that the applicant has a collector's
5identification number as provided in s. 341.266 (2) (d), the department shall issue a
6registration plates plate on which, in lieu of the usual registration number, shall be
7inscribed the collector's identification number issued under s. 341.266 (2) (d). The
8words "VEHICLE COLLECTOR" shall be inscribed across the lower or upper portion
9of the plate at the discretion of the department. Additional registrations under this
10subsection by the same collector shall bear the same collector's identification number
11followed by a suffix letter for vehicle identification. Registration plates issued under
12this subsection shall expire annually.
SB509, s. 32 13Section 32. 341.14 (5) of the statutes is amended to read:
SB509,14,1714 341.14 (5) Upon application by any person awarded the congressional medal
15of honor and submission of proper proof thereof, the department shall issue a special
16plates plate so designed as to indicate such award. No charge whatever shall be made
17for the issuance of such plates plate.
SB509, s. 33 18Section 33. 341.14 (6) (c) of the statutes is amended to read:
SB509,14,2119 341.14 (6) (c) A person who maintains no more than one registration under this
20subsection at one time shall not be charged a fee for registration of the vehicle or
21issuance of the plates plate.
SB509, s. 34 22Section 34. 341.14 (6) (d) of the statutes is amended to read:
SB509,15,223 341.14 (6) (d) For each additional vehicle, a person who maintains more than
24one registration under this subsection at one time shall be charged a fee of $15 for
25issuance or reissuance of the plates plate in addition to the annual registration fee

1for the vehicle. Except as provided in par. (c), a motor truck or dual purpose farm
2truck registered under this subsection shall be registered under this paragraph.
SB509, s. 35 3Section 35. 341.14 (6m) (a) of the statutes is amended to read:
SB509,15,154 341.14 (6m) (a) Upon application to register an automobile or a motor home,
5or a motor truck, dual purpose motor home, or dual purpose farm truck which has
6a gross weight of not more than 8,000 pounds, or a farm truck which has a gross
7weight of not more than 12,000 pounds, by any person who is a resident of this state
8and a member or retired member of the national guard, the department shall issue
9to the person a special plates plate whose colors and design shall be determined by
10the department and which have has the words "Wisconsin guard member" placed on
11the plates plate in the manner designated by the department. The department shall
12consult with or obtain the approval of the adjutant general with respect to any word
13or symbol used to identify the national guard. An additional fee of $15 shall be
14charged for the issuance or reissuance of the plates plate. Registration plates issued
15under this subsection shall expire annually.
SB509, s. 36 16Section 36. 341.14 (6m) (b) of the statutes is amended to read:
SB509,15,2117 341.14 (6m) (b) Except as provided in par. (c), if an individual in possession of
18a special plates plate under this subsection or of a personalized plates plate under
19s. 341.145 (1) (b) does not maintain membership in the national guard during a year
20which is not a plate issuance year, the individual shall dispose of the special plates
21plate in a manner prescribed by the department.
SB509, s. 37 22Section 37. 341.14 (6r) (b) 1. of the statutes is amended to read:
SB509,16,823 341.14 (6r) (b) 1. Upon application to register an automobile or motor home,
24or a motor truck, dual purpose motor home or dual purpose farm truck which has a
25gross weight of not more than 8,000 pounds, or a farm truck which has a gross weight

1of not more than 12,000 pounds, by any person who is a resident of this state and a
2member of an authorized special group, the department shall issue to the person a
3special plates plate whose colors and design shall indicate that the vehicle is owned
4by a person who is a member of the applicable special group. The department may
5not issue any special group plates under par. (f) 55. until 6 months after the
6department has received information sufficient for the department to determine that
7any approvals required for use of any logo, trademark, trade name or other
8commercial symbol designating the professional football team have been obtained.

SB509, s. 39 16Section 39. 341.14 (6r) (g) of the statutes is amended to read:

18(f) 33., 34. or 48. or of a personalized plates plate under s. 341.145 (1) (c) of the same
19color and design as a special plates plate under par. (f) 33., 34. or 48. does not
20maintain membership in the applicable authorized special group during a year that
21is not a plate issuance year, the individual shall dispose of the special plates plate
22in a manner prescribed by the department.

SB509,18,208 341.145 (3) In addition to the regular application fee provided under s. 341.25
9(1) (a), (c) or (j) or (2) or 341.26 (3) (a) 2. or (am), the applicant for a personalized
10registration plate issued on an annual basis shall pay a fee of $15 for the issuance
11of the plate and $15 in each succeeding year to maintain the plate. In addition to the
12regular application fee provided under s. 341.25 (1) (b) or 341.26 (3) (a) 1., the
13applicant for a personalized registration plate issued on a biennial basis shall pay
14a fee of $30 for issuance of the plate if the plate is issued during the first year of the
15biennial registration period or $15 for issuance of the plate if the plate is issued
16during the 2nd year of the biennial registration period. The fee to maintain a
17personalized plate issued on a biennial basis is $30. The fee for reissuance of a
18personalized plate shall be $15 for an annual registration and $30 for a biennial
19registration. An applicant for a personalized plates plate issued under sub. (1) (b)
20or (c) shall not be required to pay the fee for initial issuance of the plates plate.
SB509, s. 49 21Section 49. 341.145 (8) of the statutes is amended to read:
SB509,19,722 341.145 (8) The department may cancel and order the return of any
23personalized registration plates plate issued which contain contains any
24combination of letters or numbers, or both, which the department determines may
25carry connotations offensive to good taste and decency or which may be misleading.

1Any person ordered to return such plates a plate under this subsection shall either
2be reimbursed for any additional fees they paid for the plates plate for the
3registration year in which they are recalled, or be given at no additional cost a
4replacement personalized registration plates plate, the issuance of which is in
5compliance with the statutes. A person who fails to return a personalized
6registration plates plate upon request of the department may be required to forfeit
7not more than $200.

20destroy one registration plate from the vehicle but is not required to do so until such
21time as the department issues a new plate upon the renewal of registration of the
22vehicle. If a person removes and destroys one plate, the remaining plate must comply
23with the requirements of sub. (1).
SB509, s. 53 24Section 53. 341.15 (2) of the statutes is amended to read:
SB509,20,6
1341.15 (2) Registration plates A registration plate shall be attached firmly and
2rigidly in a horizontal position and conspicuous place. The plates plate shall at all
3times be maintained in a legible condition and shall be so displayed that they it can
4be readily and distinctly seen and read. Any peace officer may require the operator
5of any vehicle on which plates are a plate is not properly displayed to display such
6plates
the plate as required by this section.
SB509, s. 54 7Section 54. 341.16 (1) (a) of the statutes is amended to read:
SB509,20,128 341.16 (1) (a) Whenever a current registration plate is lost or destroyed, the
9owner of the vehicle to which the plate was attached shall immediately apply to the
10department for replacement. Except as provided in par. (b) and sub. (2m), upon
11satisfactory proof of the loss or destruction of the plate and upon payment of a fee of
12$2 for each the plate, the department shall issue a replacement.
SB509, s. 55 13Section 55. 341.16 (1) (b) of the statutes is amended to read:
SB509,20,1814 341.16 (1) (b) Upon satisfactory proof of the loss or destruction of a special plate
15issued under s. 341.14 (6m) (a), (6r) (b), or (6w) or a special personalized plate issued
16under s. 341.145 (1) (b), (c), or (f) and upon payment of a fee of $5 for each the plate
17or, if the plate is for a special group specified under s. 341.14 (6r) (f) 35. to 47. or 53.,
18$6 for each the plate, the department shall issue a replacement.

SB509,20,2520 341.16 (2) Whenever a current registration plate becomes illegible, the owner
21of the vehicle to which the plate is attached shall apply to the department for a
22replacement. Except as provided in sub. (2m), upon receipt of satisfactory proof of
23illegibility, and upon payment of a fee of $2 for each the plate, the department shall
24issue a replacement. Upon receipt of a replacement plate, the applicant shall destroy
25the illegible plate.
